Siin on madalad rannikuveed, tugevad p\u00fcsivad tuuled ning seega ka tuulenergia arendamiseks palju sobilikke alasid. Tuuleenergia kasutuselev\u00f5tt on kulut\u00f5hus viis taastuvelektri tootmiseks ja elektris\u00fcsteemi tulevikukindlaks muutmiseks. T\u00f6\u00f6 k\u00e4igus teostatud modelleerimine n\u00e4itas, et kui seada sihiks siseriikliku elektrienergia tarbimise rahuldamine kohalike v\u00f5imsustega, siis \u00f5nnestuks see saavutada 3500 MW tuuleparkide koguv\u00f5imsusega merel ja 1600 MW tuulikutega maismaal \u2013 seda p\u00f5levkivijaamades suuremahuliselt ja ebaefektiivselt puitu p\u00f5letamata ning fossiilk\u00fctuseid kasutamata. Hetkel paigaldatavate meretuulikute v\u00f5imsus on 10\u201312 MW, mis t\u00e4hendab Eestisse umbes 300\u2013350 tuuliku rajamist; maismaal on vastav number 5\u20136 MW ehk ligikaudu 270\u2013320 tuulikut. Tuulikutehnoloogia arenedes rajatakse aga \u00fcha suurema v\u00f5imsusega tuulikuid, seet\u00f5ttu v\u00f5ib tuulikute koguarv muutuda m\u00e4rkimisv\u00e4\u00e4rselt v\u00e4iksemaks.<\/p>\n<p>Samas teame, et kliimamuutuste pidurdamiseks peame liikuma s\u00fcsinikuneutraalse majandusmudeli suunas Euroopa Liidu \u00fcleselt. Seega ei peaks taastuvenergia tootmine piirduma vaid sisemaise tarbimise katmisega vaid v\u00f5imalusel tuleks rakendada ka ekspordipotentsiaali nii, et taastuvenergia oleks kasutusel ka piirkonna\u00fcleselt. Vesinikku toodetaks nii-\u00f6elda \u00fcletoodetavast taastuvast elektrienergiast, mida parasjagu v\u00f5rgus \u00e4ra ei tarbita. Seega on vesinikuturu arendamise eelduseks suures mahus taastuvelektri olemasolu, millega on elektrol\u00fc\u00fcsi teel v\u00f5imalik vesinikku toota. Selleks on tarvis arendada n\u00e4iteks suuri meretuuleparke ja lahendada energiav\u00f5rgu mured tugevdada siseriiklikku elektriv\u00f5rku ning riikidevahelisi \u00fchendusi. T\u00e4iendavalt oleks vajalik edasi arendada t\u00f5husalt biomassist elektri ja soojuse koostootmist kohalikul tasandil.[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;Milline on tuuleenergia roll kliimaeesm\u00e4rkide saavutamisel?&#8221; tab_id=&#8221;1650459432092-2a20aca6-4909&#8243;][vc_column_text]Euroopa Liit on v\u00f5tnud eesm\u00e4rgi saavutada hiljemalt 2050. aastaks kliimaneutraalsus. Energiasektor vastutab k\u00f5ige suurema osa kasvuhoonegaaside (edaspidi KHG) atmosf\u00e4\u00e4ri heitmise eest Euroopas. Sellest tulenevalt suunab EL liikmesriike v\u00e4hendama oma CO2 heitmeid ning suurendama taastuvenergia tootmist ja energiat\u00f5husust.<br \/>\n2019. aasta detsembris esitas Euroopa Komisjon Euroopa rohelise kokkuleppe, mille eesm\u00e4rk on saavutada ressursit\u00f5husa ja konkurentsiv\u00f5imelise majandusega Euroopa \u00fchiskond. Euroopa kliimam\u00e4\u00e4ruse vahe-eesm\u00e4rk on v\u00e4hendada 2030. aastaks KHG netoheidet v\u00e4hemalt 55% v\u00f5rreldes 1990. aasta tasemega, mida on ka Eesti oma seisukohtades toetanud. Selle vahe-eesm\u00e4rgi saavutamiseks v\u00f5ttis Komisjon 2021. aasta juulis vastu paketi \u201eEesm\u00e4rk 55\u201c (Fit for 55). Eestis n\u00e4hakse taastuvenergia eesm\u00e4rkide t\u00e4itmise potentsaali ennek\u00f5ike just tuuleenergia arendamises, hinnates Eesti riiklikus energia- ja kliimakavas tuuleenergia toodangu kasvu pea neljakordsena.<br \/>\nEuroopa Komisjon on teinud ettepaneku suurendada ELi tasandi taastuvenergia eesm\u00e4rki 40%ni (varasema 32% asemel). Eesti riiklikus energia- ja kliimakavas on planeeritud 2030 aastaks j\u00f5uda 42%lise taastuvenergia osakaaluni energia summaarsest l\u00f5pptarbimisest. Eesti riiklikus energia- ja kliimakavas esitatud hinnangute kohaselt peaks 2030 aastaks tuuleenergia tootmise koguv\u00f5imsus k\u00fc\u00fcndima 1200 MW ning toodang olema 2640 GWh, et saavutada seatud eesm\u00e4rke. 2030 aasta eesm\u00e4rkide t\u00e4itmine tuuleenergias t\u00e4hendab pea neljakordset toodangu kasvu.[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;Kui palju on tuulikuid rannikult n\u00e4ha?&#8221; tab_id=&#8221;1650459433691-4b3b0a43-4054&#8243;][vc_column_text]Tuulikud asuvad:<\/p>\n<ul>\n<li>Kihnu saarest \u2013 ca 10 km<\/li>\n<li>T\u00f5stamaa ja L\u00e4\u00e4neranna rannikult \u2013 ca 20 km<\/li>\n<li>H\u00e4\u00e4demeeste ja Saaremaa rannikult &#8211; \u00fcle 30 km<\/li>\n<li>P\u00e4rnu keskrannast &#8211; \u00fcle 50 km<\/li>\n<\/ul>\n<p>Tuulikute n\u00e4htavus s\u00f5ltub mitmetest teguritest \u2013 ilmastikutingimustest, tuulikute paigutusest, suurusest ja asukohast.<\/p>\n<p>Keskkonnam\u00f5ju hindamise k\u00e4igus tehakse muuhulgas tuulepargi n\u00e4htavusanal\u00fc\u00fcs 50 km ulatuses tuulikutest ning visualiseeringud erinevatest kohalikele elanikele olulistest maismaa punktidest.<br \/>\nRahandusministeerium on tellinud p\u00f5hjaliku metoodilise juhendmaterjali meretuulikuparkide arendamise edendamiseks visuaalse m\u00f5ju hindamiseks, mida kasutatakse Saare-Liivi meretuulepargi visuaalsete m\u00f5jude hindamise metoodika v\u00e4lja t\u00f6\u00f6tamisel.[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;Kui palju tuulikuid kuulda on?&#8221; tab_id=&#8221;1650459434466-9fe3e712-d53a&#8221;][vc_column_text]L\u00e4himad planeeritavad tuulikud asuvad rannikust ligi 10 km kaugusel, siis tuulikust l\u00e4htuv m\u00fcra ei \u00fcleta eeldatavasti piirv\u00e4\u00e4rtusi ning heli inimk\u00f5rvale kuulda ei ole. Tuulikute l\u00e4heduses (kuni 800 m) v\u00f5ib keskmistel tuulekiirustel m\u00fcrah\u00e4iringut esineda, kuid seejuures tuleks arvestada ka merel oleva \u00fcldise m\u00fcrafooniga (tuul, lainetus jne), mis \u00fchtlustab oluliselt tuulikute poolt p\u00f5hjustatud m\u00fcra.<br \/>\nKeskkonnam\u00f5ju hindamiste k\u00e4igus modelleeritakse tuulikute t\u00f6\u00f6tamisaegset m\u00fcra, uuritakse lisaks \u00f5hus levivale m\u00fcrale (sh infra- ja madalsageduslikule m\u00fcrale) ka veealust m\u00fcra ning selle m\u00f5ju kaladele.<\/p>\n<p>Tuulikute infraheli v\u00f5imaliku m\u00f5ju kohta inimestele on tehtud mitmeid uuringuid, mis on seni kinnitanud, et infraheli ei p\u00f5hjusta inimesele terviseprobleeme ning ektrituulikute poolt p\u00f5hjustatud infraheli j\u00e4\u00e4b allapoole inimese kuulmis- ja tajumisl\u00e4ve. Tuulikute poolt emiteeritud infraheli on samas suurusj\u00e4rgus looduslike n\u00e4htuste poolt tekitatud tasemetega. Heljumi hulk ning leviku kaugus s\u00f5ltuvad nii merep\u00f5hja ehitusgeoloogilistest tingimustest, hoovustest, aga ka sette koostisest ja sellest, milline vundamendi t\u00fc\u00fcp on valitud.<\/p>\n<p>Eeldatavasti on m\u00f5ju merevee kvaliteedile l\u00fchiajaline ning lokaalne. Keskkonnam\u00f5ju hindamise k\u00e4igus modelleeritakse heljumi hulk ning leviku kaugus ning antakse hinnang v\u00f5imaliku m\u00f5ju kohta. Meretuulepargi opereerimise ajal v\u00f5ivad merevee kvaliteeti m\u00f5jutada v\u00f5imalikud avariiolukorrad, mida annab k\u00f5ikide ohutusreeglite j\u00e4rgimisel v\u00e4ltida.[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;Kas tuulik toodab juba 6 kuuga tasa energia, mis l\u00e4heb selle ehituseks ja k\u00e4itamiseks?&#8221; tab_id=&#8221;1650460098473-3cb3d704-707b&#8221;][vc_column_text]Kliimamuutuste kontekstis ei r\u00e4\u00e4gita enam pelgalt kasvuhoonegaaside v\u00e4hendamisest, vaid kliimaneutraalsusest, mis on ka Euroopa Liidu eesm\u00e4rk aastaks 2050.<br \/>\nKliimaneutraalsus on olukord, kus \u00f5hku paisatakse sama palju kasvuhoonegaase, kui neid \u00f6kos\u00fcsteemis seotakse. P\u00f5hiline osa Eesti s\u00fcsinikuheitest tuleneb energeetikasektorist (ca 88%), sellele j\u00e4rgneb p\u00f5llumajandus (ca 7%), t\u00f6\u00f6stus (ca 3%) ja j\u00e4\u00e4tmek\u00e4itlus (ca 2%). S\u00fcsinikuneutraalse majanduse saavutamiseks on paslik erinevate energiaallikate v\u00f5rdlemisel arvestada CO2 emissiooni toodetud energia\u00fchiku (kWh) kohta. Tuulikud ja p\u00e4ikesepaneelid k\u00fcll ei emiteeri otsest CO2, kuid arvestada tuleb nende valmistamisel, transportimisel, ehitamisel, hooldusel ja hiljem ka demonteerimisel ehk kogu eluts\u00fckli jooksul emiteeritud CO2.<br \/>\nTuulikute CO2 emissioon kogu eluts\u00fckli jooksul oleneb tuuliku suurusest ning mida suurem on tuulik, seda v\u00e4iksem on vastav emissioon. Nt 3 MW tuuliku puhul on emissiooniks 4,6 g CO2\/kWh; p\u00e4ikeseelektrijaama heite suuruseks on hinnanguliselt 106 g CO2\/kWh, v\u00f5rreldes 1100 g CO2, mis paistakse \u00f5hku 1 kWh elektri tootmiseks p\u00f5levkivist.<br \/>\nS\u00f5ltuvalt tuuliku v\u00f5imsusest, asukohast (maismaa v\u00f5i meri) kulub tuuliku ehitamiseks ca 22\u201330 korda v\u00e4hem energiat v\u00f5rreldes sellega, kui palju ta oma eluea jooksul toodab. Tasuvusaeg, mille jooksul tuuliku tootmiseks kulutatud energia v\u00f5rdub tuuliku poolt toodetud energiaga on ca 6,8 kuud ning \u00fche 3 MW tuuliku 20 aastase t\u00f6\u00f6tamise jooksul v\u00e4lditakse u 122 000 tonni CO2 \u00f5hkupaiskamist. Tekib vajadus uute teadmiste ja oskustega t\u00f6\u00f6j\u00f5u j\u00e4rele ning inimeste koolitamise j\u00e4rele.<\/p>\n<p>&nbsp;<\/p>\n<p>Hetkel on koostamisel ka n-\u00f6 kohaliku kasu eeln\u00f5u, mille abil saavad omavalitsused vastavalt oma \u00e4ran\u00e4gemisele kasutada \u2013 ehitades n\u00e4iteks uusi koole v\u00f5i lasteaedu, hooldades paremini kohalikke teid v\u00f5i parandades muul viisil elanike eluj\u00e4rge. We are running against time to give up imported fuels, and fossil fuels in general, and to ensure the security of our country and the electricity supply on more favourable terms. Fortunately, solutions are within our reach in the form of offshore wind farms. A quick implementation is already possible with the help of a social agreement, but this requires goodwill and effective cooperation by all parties \u2013 the government, municipalities, communities, and companies.<\/p>\n<p>Estonia&#8217;s ability to produce electricity in offshore wind farms ensures the environmentally friendly electricity supply needed for domestic consumption and enables the production of hydrogen in the amount needed to cover internal transport and industrial consumption. At the same time, by exporting electricity, we can improve our foreign trade balance.<\/p>\n<p>Estonia has an exceptional geographical location to produce wind energy. There are shallow coastal waters and strong steady winds here, which means many suitable areas for wind energy development. The introduction of wind energy is a cost-effective way to produce renewable electricity and make the electricity system future-proof. With the help of wind turbines, we can create prosperity for Estonian society while also aiming to achieve the agreed climate neutrality goals. We can produce electricity for ourselves, sell it to other countries, and achieve energy security, i.e. not depending on expensive imported fossil fuels.[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;How many wind farms should be built in Estonia?&#8221; tab_id=&#8221;1654240445011-faf46fb1-f397&#8243;][vc_column_text]The energy roadmap recently published by Rohetiiger (www.rohetiiger.ee) analysed the role of offshore wind farms in Estonia&#8217;s energy future. Provided that the state and local governments cooperate effectively with developers and accelerate planning and licence procedures, the number of onshore wind turbines could be doubled in five years (in 2022, there are a total of 145 wind turbines in Estonia) and offshore wind farms could be built with a capacity of 2,700 MW. Such additional production capacity would enable Estonia to become a net exporter of electricity and help achieve carbon neutrality goals in the heating and transport sectors as well.<\/p>\n<p>The capacity of the current offshore wind turbines is ~15 MW, which means the construction of around 180 wind turbines in Estonia; the power of onshore wind turbines is 5\u20136 MW, so about 150 additional wind turbines are needed. As the technology develops, the turbines are built with higher capacity, so the total number of wind turbines needed can decrease significantly.<\/p>\n<p>To slow climate change, we must move towards a carbon-neutral economic model throughout the European Union. Therefore, the production of renewable energy should not be limited to covering domestic consumption only but, if possible, the export potential should also be used so that renewable energy is used across the region. Various analyses have shown the potential of Estonian offshore wind farms to be approximately 10 GW.[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;What is the role of wind energy in achieving climate and energy security goals?&#8221; tab_id=&#8221;1654240445218-337bb9c6-e44b&#8221;][vc_column_text]The European Union has set itself the goal of achieving climate neutrality by 2050 at the latest. The energy sector is responsible for the largest part of greenhouse gas (GHG) emissions in Europe. Consequently, the EU directs its Member States to reduce their CO2 emissions. Due to the new geopolitical and energy market situation, we must significantly accelerate our transition to clean energy and increase energy efficiency, thus reducing Europe&#8217;s energy dependence on Russia.<\/p>\n<p>In December 2019, the European Commission presented the European Green Deal, which aims to achieve a European society with a resource-efficient and competitive economy. The intermediate goal of the European climate regulation is to reduce net GHG emissions by at least 55% by 2030 compared to the level of 1990, which Estonia has also supported in its positions. In order to achieve this intermediate goal, the Commission adopted the Fit for 55 package in July 2021. As a counterweight to Russia&#8217;s invasion of Ukraine, the &#8220;REPowerEU&#8221; plan, published in May 2022, intends to make Europe independent from Russian fossil fuels well before 2030. In Estonia, the potential for meeting the goals of renewable energy is primarily seen in the development of wind energy, estimating the growth of wind energy production in the Estonian national energy and climate plan almost fourfold. However, this goal must grow even more in light of the changing climate and energy security policy.<\/p>\n<p>The European Commission has proposed increasing the EU-level renewable energy target to 45% (instead of the current 32%). In Estonia&#8217;s national energy and climate plan, it is planned to reach a share of 42% of renewable energy in the total final energy consumption by 2030, which in turn will increase due to the need to significantly accelerate the transition to renewable energy.[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;What do we do when the wind doesn&#8217;t blow, and the sun doesn&#8217;t shine?&#8221; tab_id=&#8221;1654240445113-f4b4aac7-7594&#8243;][vc_column_text]The share of renewable energy in the final energy consumption continues to grow, so the need to introduce various storage technologies, such as pumped-storage hydroelectricity plants and hydrogen technologies to ensure the security of energy supply, is also growing. Hydrogen would be produced by electrolysis, from surplus renewable energy, so to speak, not consumed in the grid. Therefore, a prerequisite for the development of the hydrogen market is the availability of renewable electricity on a large scale. For this, it is necessary to develop offshore wind farms, to solve the problems of the energy network, and to strenghten the national electricity grid and connections between countries. In addition, it would be necessary to further efficiently develop the cogeneration of electricity and heat from biomass at the local level.[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;How many wind turbines will be in the Saare-Liivi offshore wind farm?&#8221; tab_id=&#8221;1654240444635-f66f7be9-a8ef&#8221;][vc_column_text]The actual number and placement of wind turbines will be determined during the superficies licence procedure, including the environmental impact assessment (hereinafter EIA) and depends on many conditions: construction geology of the seabed, visual impact, bird migration routes, fish spawning areas, flight and shipping corridors, etc. Therefore, it is currently not possible to say exactly how many wind turbines will be set up in the farm. Within the framework of the EIA, a wind farm with up to 160 wind turbines, with a distance between each other of approximately 1km to 1.25 km, is evaluated as the primary potential solution.<\/p>\n<p>According to the technical conditions issued by the grid company, the first stage of development includes installing approximately 80 wind turbines with a total capacity of 1,200 MW, with an expected annual electricity production of over 5 TWh.[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;What kind of wind turbines will be set up in the farm?&#8221; tab_id=&#8221;1656925286557-b4ddc68c-ad31&#8243;][vc_column_text]The most common manufacturers of offshore wind turbines in the world are currently SiemensGamesa, Vestas, and GE Renewable Energy. New jobs will be created in the vicinity of the wind farm, both for\u00a0 the maintenance works on the farm and for the service of related personnel.<\/p>\n<p>According to the Environmental Charges Act, the municipalities in the subsidy of the offshore wind farm will receive an annual wind turbine stipend, which will go to the local government\u2019s budget. During the environmental impact assessment, the amount of suspended solids and the extent of spread are modelled and the potential impact is assessed. During the operation of the offshore wind farm, the quality of the sea water can be affected by possible emergency situations, which can be avoided if all safety rules are followed.[\/vc_column_text][\/vc_tta_section][vc_tta_section title=&#8221;Can we hear the wind turbines from the coast?&#8221; tab_id=&#8221;1654580857912-ef2df012-b4c7&#8243;][vc_column_text]None of the wind turbines are located closer than 10 km to the coast, so the noise from the wind turbines does not exceed the limit values on the coast and the sound is not audible to the human ear. In the vicinity of wind turbines (up to 800 m), noise disturbance may occur at average wind speeds, but the general noise background at sea (wind, waves, etc.) should also be taken into account. Utilitas aims to involve local communities in the development of the wind farm from the very earliest stages and communicates directly with residents in order to understand everyone&#8217;s wishes and needs. During the entire project, we search for possibilities for cooperation to create synergy between the needs of the region and the development of the energy business.<\/p>\n<p>Utilitas is an Estonian company that has been active in energy production for several decades already. For more than a decade, Utilitas has been working to reduce the country\u2019s dependence on imported fuels and reduce our carbon footprint. Compared to 2008, we have reduced our carbon footprint by 64%. We are the largest producer of renewable energy in Estonia.<\/p>\n<p>In our opinion, offshore wind farms play a central role in solving energy supply and security issues. We see that, with the joint effort of all participants in just five years, the capacity of onshore wind farms could be doubled in Estonia, and offshore wind farms with a total capacity of 2,700 MW could be built. This would cover the energy needs of the entire country, enable the export of energy and achieve carbon neutrality goals in the heating and transport sectors.<\/p>\n<p><strong>The positive impact of the offshore wind farm on communities:<\/strong><\/p>\n<ul>\n<li>The construction of the wind farm also involves the building of infrastructure necessary for its maintenance &#8211; for example, maintenance ports are built in the region, or the existing ones are expanded and necessary roads and connections are built<\/li>\n<li>New jobs will be created in the vicinity of the wind farm: both for the maintenance works on the farm and for the service of related personnel.<\/li>\n<li>According to the Environmental Charges Act, the municipalities in the subsidy of the offshore wind farm will receive an annual wind turbine stipend, which will go to the local government\u2019s budget.
